Not just a directory. The commune, every business, and every association each get their own share of the same platform: discoverable, editable, and connected to booking and payments, all under one licence.
The subscription isn't just a municipal page. The commune itself, every business, and every association, club, or interest group gets its own profile in the same system: searchable, mapped, categorised, and linked to everything else in the commune. None of them has to buy anything separately to get a place there.
The commune's own page on the platform, built and maintained by the commune coordinator with the same tools everyone else uses.
Every business in the commune gets a profile, pre-filled and visible from day one, that the owner can then claim and build on.
Community associations, sports clubs, interest groups: the same deal. Their own discoverable profile in the same network as the businesses.
No one starts from zero, but it's baseline coverage, not full content. All of these profiles are pre-populated and ready to be claimed before the owner ever logs in for the first time. The baseline information (name, category, location, contact details) comes from open, freely available sources such as business registries and public data, not from anyone visiting the site in person. That's enough to give the commune full coverage from day one, even at zero engagement. Content then gets richer as the owner claims their profile and adds photos, opening hours, and their own text.
The discount system is built into the platform, not something the commune or associations need to build themselves. Two types are included out of the box:
Associations and clubs set their own discount for active members. A Lokalbo who is a member of an association gets their member price applied automatically at booking, no manual handling required.
Associations can offer reciprocal discounts to each other's members: someone active in one club gets recognised (and discounted) at another. It rewards people for engaging more broadly across community life, not just within their own association.
Everything below is included in the same annual licence, no add-ons or upgrade tiers.
A mobile suite for structured on-site data collection: photos, new entities, locations, and notes, with a submission workflow straight into the platform. Includes voice-memo recording and location-tagged field notes for oral history and local knowledge that would otherwise never get written down.
Claim progress tracking, entity analytics, invite management, and content moderation, all in one place for the commune's own staff.
Cycling, hiking, and snowmobile routes with GPX data, service points, conditions reporting, and public route pages, ready to use from the start.
Event creation for every entity, filtering by area and category, integrated with the map and directory layers.
Dedicated pages for villages and themed areas, pulling together all entities, routes, and events from that location. Area pages are built with the same block builder as business profiles and the commune's own pages, with draft and preview before publishing. Villages can include a "Notable people" section tied to the place.
A profile doesn't have to be more than a pointer to an existing website or Facebook page, if that's all the owner wants. But it can also become a complete page of its own: built with the same block builder used across the whole platform, with no coding required.
For anyone who already has a website or just wants to be listed. The profile points onward, is included in search and the map, and costs no extra time to maintain.
For anyone who wants a real page without paying a web agency. The same building-block tools used for the commune's own pages:
Any business in the commune can switch on booking from its profile: timeslots, resources, groups. Payments are handled via Stripe, built into the same system, without the business needing its own Stripe account or a separate booking service. All of this is included in the annual platform licence. (Stripe's standard transaction fee applies per payment, as it does anywhere card payments are processed – that's not something HDS adds on top.)
The commune has unlimited usage and sharing rights over all data within its own scope: everything collected about businesses, associations, and activity in the commune. That right doesn't extend to reselling it, but it isn't limited to viewing numbers in an admin panel either. (The full legal framework is set out in Data Rights: Ownership and Usage Rights.)
The commune can embed a map of all businesses and associations on its own tourism website, without building or maintaining a separate mapping system.
An overview of businesses in the commune, by category or area, for things like economic development strategy or grant decisions, without having to collect it manually.
If the commune instead asked every business and association to get its own website, its own booking system, and its own payment setup, the cost would be spread across hundreds of separate starting points: web agency fees, licence costs, maintenance, each on its own. Under this subscription, all of it is included, for everyone in the commune, in a single annual licence.
The same underlying data already being collected within the commune vertical opens the door to more specialised maps down the line: for B2B networks, for snowmobile activity, for camping and motorhome travel. This isn't part of the subscription today, but it's the direction the platform is being built toward, and the commune shares in it as soon as it lands, like everything else in the commune vertical.
Data gathered for these future maps will also be available to the commune, just like the rest of the commune's data. One example: information on existing campsite facilities (such as latrines and greywater disposal at individual sites) can be used to plan tourism infrastructure, not just to draw a map for visitors.
This is exactly where Leader-funded field agents add the most value. Detailed, site-by-site data like this (facilities, condition, capacity) is hard to gather without someone actually visiting the location. That's exactly the work the field agent programme is already built to do.
99.5% guaranteed uptime per month with defined incident response times. See the Service Level Agreement.
The commune is the data controller, HDS is the data processor, with a clear division of responsibility. See the GDPR Role Map.
Data is currently hosted within the EU (Finland). Migration to Swedish, green hosting at Kolo SE3 Piteå happens as soon as the first customer is signed – we simply aren't taking on that investment until there's a paying customer on the platform. See the subprocessor list.
The commune, every business, and every association: one profile each, in the same discoverable network, from day one.
A simple link out or a fully built page with the block builder, plus booking and Stripe payments for anyone who wants them.
Built-in map widgets and breakdowns, not just numbers locked in an admin panel.
