Goals and Activities.
Written in response to Maria Öberg's request (7 July 2026) for a project plan with clear goals and activities.
Goals
Goal 1
A unified digital infrastructure for Piteå Municipality's rural areas
To give the municipality's villages, local businesses, associations, tourist routes, and natural and cultural sites a shared, living digital home where they can be found: rather than remaining scattered across outdated websites, Facebook pages, and word of mouth.
Goal 2
Piteå as founding partner
To establish Piteå Municipality as the first commune in Hitta Ditt Sverige, with special terms in exchange for serving as reference partner for the platform's continued development. The platform and its licence terms are described in the separately attached platform document.
Goal 3
A sustainable model for local field work
To build a model where local rootedness, village history, and verified information is collected by Koler Intresseförening, funded separately through Leader Spira Mare or regional funds rather than the municipality's IT budget. The field work is described in the separately attached field work document.
Goal 4
Connection to initiatives already underway in the area
That the project complements rather than competes with what is already happening in the municipality: Nasaleden, Markbygdens friluftsförening, the service point work in Långträsk and DigiBy. Every initiative that creates a digital presence or brings people together in Markbygden is a potential synergy point.
Activities
The activities below are presented in sequence, not with fixed dates. What happens when depends on when the partnership is confirmed and when funding for the field work is clarified. No dates are written into the plan for that reason.
Currently underway
Ongoing development of the platform's commune-based component. Piteå's page is currently live with 500+ unclaimed businesses and associations (accommodation, restaurants, outdoor clubs), village pages for Koler, Grästräsk, Mellerstron and Jävrebodarna, and an active field agent system for on-location data collection.

Analysis of Markbygdens community survey (279 participants, 92 responses via Vocean). What emerges is a strong alignment between what the community requested: outdoor recreation, connected routes, visibility for local entrepreneurs: and what the platform is built to deliver. Once the partnership is confirmed
Sign a formal partnership agreement with Piteå Municipality as founding partner, when we have agreed on the terms.
First activation case: Norrskensgården, Långträsk. Cathrin Elfstrand: who wrote the most substantive response in Markbygdens community survey: is the natural first business to activate on the platform. A day on location: photography, review of their existing website, building their platform profile, and a witnessed run-through of the claiming flow so that the user experience can be improved before more are invited.
Contact EcoDataCenter in Öjebyn regarding an infrastructure partnership around hosting: a sustainable Swedish server in Norrland, with clear GDPR arguments for the municipality's IT department.
Contact Piteå Snöskoterklubb regarding Nasaleden to explore how the route could be made visible on the platform with service points, conditions, and route map.
Contact Markbygdens friluftsförening in the same way regarding the hiking trails in the area.
Begin formalising the field work model together with Koler Intresseförening, including exploring funding through Leader Spira Mare, Länsstyrelsen Norrbotten, or Region Norrbotten. The municipality's partnership letter is a required document for a Leader application.
Further ahead
Progressively build out the platform's thematic views one at a time: snowmobile trails, cycling routes, camping, events, associations, hiking: as the content in each area grows.
Explore the possibility of licensing verified location data to external platforms such as Komoot, Park4Night, and similar: so that a German cyclist planning their trip finds Norrbotten's routes and books accommodation along the way. The municipality pays to be included; the platforms pay for the data.
Evaluate the possibility of further communes joining, with Piteå's experience as foundation and as reference in those conversations.
Develop the field work model into a repeatable framework for other communes: training local field agents, providing standardised tools, and building a structure that enables local associations to apply for funding independently and document their own communities. There is no value in sending someone from outside to do work that requires local roots: the model is built on the right person doing it, equipped with the right tools.
Where we would appreciate help
Three concrete things

An introduction to Visit Piteå: to have a conversation about how the platform could complement the work they are already doing, rather than compete with it.

An introduction to the municipality's digital coordinator or the person responsible for digitalisation issues: for a separate, more technically oriented conversation about the platform as infrastructure.

A partnership letter from Piteå Municipality to the Leader Spira Mare application, confirming the municipality's interest in the field work programme. The letter involves no financial commitment: it is a prerequisite for the application to be submitted.
